Supressing Telangana Agitation with Repressive PD Law – Prof. Madabhushi Sridhar

Under the high command of Congress, the Andhra Pradesh government is blocking all democratic ways for the people seeking Telangana state, and now, using repressive laws which were once used by British colonial rulers to snub the nationalist movement. The state is going full swing in implementing dark chapter of ‘Justice Srikrishna Committee by suppressing the Telangana agitation with repressive law such as PD Act which legally does not exist.  Though the PD laws are aimed at fighting destructive elements, their history shows that the rulers always used to stifle the voice of political opposition. In its enthusiasm, the State is using a repealed or struck down law – Preventive Detention Act, to jail the leader of Telangana Rasthra Samithi, Dr. Cheruku Sudhakar, who is also the champion of civil rights with leftist ideology.  Interestingly, it realized the mistake and released him from the charge under non-existing PD Act only to recharge him on the same grounds under National Security Act, continuing his incarceration. The PD Act 1950 passed by Parliament was repealed in 1970 and AP PD Act 1970 was struck down as unconstitutional.
The Kiran Kumar Reddy Government in AP considers the agitation for implementation of declaration by

Union Minister for Home Chidambaram about initiating process of formation of Telangana state, as a law and order problem and agitators as criminals. Now as per the advice of Justice Srikrishna, it is considering the Telangana agitators as anti-nationals also who can be arrested under Preventive Detention laws for “national security”. The Polit-bureau member of TRS, Dr. Cheruku Sudhakar was arrested on November 3 and sent to Warangal Central Jail, where he can be kept for more than six months without informing the grounds of arrest. He is also denied the opportunity to seek judicial review of his detention. He can only approach the Advisory Board under National Security Act.

TRS.....ANNIVERSARY...APRIL 27

Telangana Rashtra Samithi
Leader        K. Chandrashekar Rao
Founded     2001
Ideology     Telangana Regionalism

                                                              TRS PRASIDENT. KCR
Telangana Rashtra Samithi (TRS) is a regional political party in the southern Indian state of Andhra Pradesh.

Ideology

Telangana Rashtra Samithi's main aim is the formation of a Telangana state. K. Chandrashekar Rao (KCR) was a member of the Telugu Desam Party until he quit the party due to differences with Nara Chandrababu Naidu and formed the TRS in 2001 at Hyderabad.[citation needed] He quit the Membership of AP Legislative Assembly and the post of Deputy Speaker of AP Legislature while floating the Party. The party initially won one third of Mandal Parishad Territorial Constituencies (MPTC) and one quarter of Zilla Parishad Territorial Constituencies (ZPTC) in Siddipet within sixty days of the formation of the party
 Politics

                                              TRS STATE OFFICE....TELANGANA BHAVAN
In the 2004 assembly elections, the TRS formed an alliance with Congress (I) and won 26 state assembly seats. The party also won 5 parliament seats at the national level. It joined the governments at both state and central level. In September 2006 the party withdrew support for the central government on the grounds of indecision by the government over the delivery of its electoral promise to create Telangana, which was also put in the Common Minimum Program (CMP).

The party repeatedly assured the people of Telangana that the formation of the new state was on the cards and could happen 'any moment.' When the Central government failed to deliver Telangana, the party withdrew support from the government.[citation needed] On 13 September 2006, Rao triggered a by-election in his Lok Sabha constituency of Karimnagar, claiming provocation from one of the Congress MLA. He won the subsequent by-election with a strong majority.

All TRS MLAs and MPs resigned their positions in April 2008 when the Central government did not meet their demand for a separate state in its latest budget session for the 5 year term. The by-election was held on May 29, 2008
In the bye-elections, 2008, TRS won 7 out of the 16 assembly segments and 2 out of the 4 loksabha segments, a significant defeat for the party. TRS Chief K. Chandrasekhar Rao offered to resign after he lost a number of seats in by-elections but was convinced to remain in office.
[edit] TRS and the "Grand Alliance"

On January 31, 2009, it was announced that TRS officially joined the "Grand Alliance" headed by Telugu Desam Party and including the Third Front and various left parties, in upcoming Assembly and Lok Sabha elections. At the same time, it was announced that the Talli Telangana, led by actress Vijayshanti, had merged into the TRS. However, after the elections in Andhra Pradesh were completed, but before the counting of votes, TRS switched allegiance to the NDA, with Rao proclaiming that his party had been stabbed in the back by Congress after giving them oxygen in the 2005 elections.[2] TRS lost 16 of its 26 seats in the Assembly, falling to fourth place with less than 4% of the statewide Assembly vote; and lost three of its five seats in the Lok Sabha, dropping to 6.14% of the LS vote.

On June 19, 2009, Rao resigned for a short period of time after personal attacks made against him by dissident TRS leaders in wake of the party's electoral defeat

Telangana Echo In Darjeeling Hills

It is well understood that the Telangana agitation is an inspiration for similar movements in other parts of India. The 26-day bandh called by the Gorkha Janamukti Morcha (GJM) in the Darjeeling district is an ongoing case in point. The announced aim is to force the central government to ‘clarify’ its position on the demand for a Gorkhaland State in the wake of the Srikrishna Committee’s report on the future of Telangana.

Livestock Development : A Case Study Of Sheep & Goat Development Programmes In Mahabubnaga District – Joint Director (AH), Mahabubnagar

INTRODUCTION :

Mahabubnagar District is endowed with rich livestock resources and the district ranks first in the State with 41.64 lakh Sheep and 6.85 lakh Goat population. Nearly 70,000 Shepherd families are dependent on sheep rearing for their livelihood.
Deccani and Nellore are the predominant sheep breeds in the district and slowly the Nellore breed is increasing in numbers. Keeping in view of problems in wool shearing in Deccani Sheep and increased growth rate / early weight gains in Nellore Sheep, the Sheep rearers are showing interest in introduction of Nellore Rams into their flocks and shifting towards converting their flocks into Nellore breed.
Mostly the Extensive system (range method) of sheep rearing is followed in the district and more than 40% of the sheep flocks migrate out of the district to adjacent districts every year during Dec – January in search of grazing. The flocks will return back to the district during July – August.
Due to illiteracy, superstitions coupled with ignorance, most of the shepherds are not following the scientific methods of rearing thus encountering disease outbreaks resulting in production losses.

Full Text of Srikrishna Committee Report

The Srikrishna Report on Telangana has been presented to political parties from Andhra Pradesh. The report places before the government several options rather than recommendations.
The two-volume 461-page report of the five-member committee headed by former Supreme Court judge that gave its recommendations after about 11 months of consultation process in the state was released by the home ministry.
The massive Srikrishna Report lays out different options for the union government for how to handle the three parts of the state: Coastal Andhra, Telangana and Rayalaseema.

‘Congress will be buried in Telangana’

HYDERABAD: Stating that the report of the Srikrishna committee has spread ‘confusion, chaos and unnecessary complications’ on state’s bifurcation issue, the members of the Telangana Congress Monitoring Group (TCMG) today felt that their party would be buried in the Telangana region if the Centre fails to deliver T State. It appears that the report was written by the Seemandhra leaders since the committee’s member-secretary VK Duggal, who was ‘against’ Telangana, had met Seemandhra MPs T Subbirami Reddy and Kavuri Sambasiva Rao several times, they remarked.

They passed a resolution urging Congress president Sonia Gandhi to be ‘decisive and swift’ so as to save Congress and ensure peace in Telangana.

TRS, other Telangana groups reject Srikrishna Committee report

HYDERABAD/NEW DELHI: TRS and other political leaders from Telangana cutting across the spectrum today rejected the Justice Srikrishna Committee report on the contentious statehood issue saying it "failed to come up with a clear solution".

Students agitating for the separate state hit the streets and set a bus on fire in Osmania University campus, the hotbed of Telangana movement, and clashed with security personnel who hit back by exploding teargas shells.

The students' joint action committee has called a Telangana bandh tomorrow in protest against the report.

Telangana Rashtra Samiti chief K Chandrasekhar Rao, spearheading the Telangana statehood agitation, said "we are rejecting the options suggested by the Srikrishna Committee.

"We want nothing but a Telangana state that existed prior to November 1, 1956. The creation of an exclusive development board for the region, as suggested by the Committee and conversion of Hyderabad into a Union Territory are totally unacceptable for us," he said.

"We cannot lose our right on Hyderabad," the TRS chief said.

Key points of Justice Srikrishna Committee's report on the demand of statehood for Telangana

The Srikrishna report, made public on Thursday morning, failed to decide the fate of Telangana state in clear terms. The report seemed to be leaning towards a United Andhra and has listed out six options to satisfy the various warring factions within Andhra Pradesh.

Srikrishna Committee comes out with 6 options

NEW DELHI: The Justice Srikrishna Committee, which held wide consultations in the last 11 months on demands for a separate State of Telangana as well as for keeping Andhra Pradesh united, has offered half-a-dozen options on which the government may take a call in about six weeks.
Well placed sources here said on Wednesday that the Central government would like to take a decision on the options given by the five-member panel, most probably before the budget session of Parliament that begins in February third week.
The committee, headed by the former Supreme Court judge, Justice B.N. Srikrishna, is believed not to have equivocally recommended any particular option but gave views — with the pros and cons along with the historical background — in each of the six options.
